No. At this level advertising tells the market a desk is unstable and reaches the small fraction of people who are actively looking.

Can you approach a direct competitor?

That is agreed at the outset and written into the scope. Off-limits lists are respected and stated back to you before the search starts.

What if the right person sits in a different segment?

Often they do. A utility optimisation lead and a prop desk head do the same job under different titles, and the register holds both.
