Cross-border capacity and the traders who understand it

When a desk decides to trade across a border, the constraint is rarely the risk mandate. It is that flow-based allocation, transmission rights and the machinery of interconnection sit in a narrow band of the market, and the people who genuinely understand them are countable.

Cross-border knowledge is unusual among trading skills in that it cannot be picked up from a screen. Price behaviour can be studied from outside. Capacity allocation has to be lived: how the auctions actually clear, where the flow-based domain binds, what a capacity reduction near gate closure does to a position, which borders behave the way the documentation says and which do not. The people who hold this knowledge learned it in seats where it was the job, and there were never many of those seats.

That has three consequences for hiring.

The pool is small enough that individual moves change it. When one experienced cross-border trader moves, the market's remaining supply drops by a visible fraction, and every desk that was quietly considering the same hire is now competing for a shorter list. The register tracks these moves, and the honest pre-search answer is sometimes that the person you want moved four months ago and is not movable again this year.

Adjacent profiles genuinely convert, but from specific directions. TSO and market-coupling backgrounds, capacity-auction analysts, and traders from markets where interconnection dominates the local price all translate. Generic intraday experience does not translate by itself; the border is a different problem, not a bigger one.

The knowledge is concentrated in people, not institutions. Firms that traded a border well often did so because of two individuals, and when they left, the capability left. Mapping which firms currently hold the capability means mapping where those people sit now, which is a question a register can answer and an org chart cannot.

If a border is in your plan for next year, the time to count the pool is before the strategy is signed off, not after. The strategy may survive contact with the talent market. It is better to know.
